THAT the presentation by Shannon Logan and Ian McVey, Region of Durham, regarding the Durham Greener Homes (DGH) Weather Ready Enhancements and New Loan/Local Improvement Charge (LIC) Program be received; and THAT Council endorse the initiative in principle, and that a letter of support including feedback from the Township be provided to the Region of Durham.

THAT the Minutes of the Scugog Heritage Advisory Committee Meeting held September 2, 2025, be received for information.

THAT the Minutes of the Scugog Tourism Advisory Committee Meeting held September 4, 2025 be received for information.

T HAT Report FIRE-2025-003, Parking Enforcement and Permitting Strategy Contract Award, be received; and T HAT capital project #925058 be created with a budget of $50,000; THAT the RFP #P2025-13 be awarded to R.J. Burnside & Associates Limited in the amount of $46,297.81 (excl. HST); and THAT funding for the award of RFP #P2025-13 be taken from the Municipal Projects Reserve fund.

THAT By-Law 38-25 be read and passed this 22 day of September, 2025, and the Deputy Mayor and Clerk are hereby directed to sign same and affix the Corporate seal thereto.

THAT By-Law 39-25 be read and passed this 22 day of September, 2025, and the Deputy Mayor and Clerk are hereby directed to sign same and affix the Corporate seal thereto.

THAT the Minutes of the Scugog Economic Development Advisory Committee Meeting held September 12, 2025 be received for information.

T HAT Report CAO-2025-012, New Scugog-Uxbridge Animal Shelter Procurement Strategy and Request for Preliminary Work Approval, be received; T HAT Council approve the trade-by-trade procurement model for the construction of the new animal shelter; THAT Council authorize the commencement of preliminary work for the new animal shelter as outlined in Report CAO-2025-012 within a capped budget allocation of $85,000 for Scugog, and $170,000 overall for both Scugog and Uxbridge; THAT Council authorize the engagement or designation of a qualified construction/project manager to oversee early work and manage trade coordination moving forward for the new animal shelter; and THAT Council authorize finalizing detailed trade scopes and pricing for full project execution.

THAT By-Law 40-25 confirming the proceedings of the regular meeting of Council held Monday, September 22, 2025, be read and passed this 22 day of September, 2025, and the Deputy Mayor and Clerk are hereby directed to sign same and affix the Corporate seal thereto.
