THAT the delegation by Franca Calabro & Lin Yu, Ocala Winery & Orchards, regarding the AGCO Wine-by-the-Glass License Application, be received for information. THAT Council supports the application by Ocala Winery & Orchards to the Alcohol and Gaming Commission of Ontario (AGCO) for a By-the-Glass Endorsement in the wine tasting room only at the premises located at 971 High Point Road, Port Perry, Ontario. THAT the Clerk be authorized to provide a certified copy of this resolution to the applicant and the AGCO in support of the application.

THAT the presentation by Allyssa Hrynyk, Malone Given Parsons, regarding the Official Plan Amendment (OPA-2026-01), Zoning Bykaw Amendment (Z-2026-03), and Draft Plan of Subdivision (S-S-2026-01) - 1520, 1540, & 1580 Reach Street, Port Perry be received for information.

THAT the Public Meeting Delegations regarding DEV-2026-020 - Proposed Draft Plan of Subdivision, OPA and ZBLA, Submitted by R. Wannop, 1520, 1540, and 1580 Reach Street be received.

That Report DEV-2026-020, Public Meeting Report – 1520, 1540 and 1580 Reach Street – Proposed Official Plan Amendment, Zoning By-law Amendment and Draft Plan of Subdivision (File Nos. SOPA-2026-01, ZBA-2026-03, S-S-2026-01) submitted by Malone Given Parsons, on behalf of 2636731 Ontario Inc. and 1064021 Ontario Limited (Richard Wannop) for the subject lands located at 1520, 1540 and 1580 Reach Street, be received; and That staff be directed to prepare the recommendation report for Council’s consideration of the proposed Official Plan Amendment, Zoning By-law Amendment and Draft Plan of Subdivision applications after consideration of all public comments and department and agency comments as appropriate.

THAT Report, DEV-2026-012, be received for information; and, THAT the By-law appended to this Report as Attachment 1 be enacted to dedicate Parts 1 and 2 on Plan of Survey Part of Block 201, Plan 40M-2250 as a public highway and form part of Chimney Hill Way; and, THAT all interested parties listed in Report DEV-2026-012 and any delegations be advised of Council’s decision .

T HAT Report DEV-2026-013, Deeming By-law Request – Blocks 196 and 197, Plan 40M-2250, be received for information; and, T HAT the By-law appended to this Report as Attachment 1 , be enacted to deem Blocks 196 and 197, Plan 40M-2250 to no longer be part of the plan of subdivision; and, T HAT all interested parties listed in Report DEV-2026-013 and any delegations be advised of Council’s decision.

T HAT Report DEV-2026-017, On-Farm Diversified Uses and Agricultural-Related Uses - Implementation and Status Update, be received for information.

T HAT Report DEV-2026-021, Short Term Rental Accommodations – Background and Endorsement, be received for information; THAT Council endorse the Work Plan included as Attachment 1 to Report DEV-2026-021; THAT staff be authorized to proceed with the preparation and issuance of a Request for Proposals (RFP) for consulting services in accordance with the Work Plan; and, THAT staff be authorized to undertake the necessary project initiation activities associated with the Short Term Rental Accommodations Study.

THAT Report DEV-2026-022, Recommendation Report – Draft Plan of Subdivision and Zoning By-law Amendment – 22541 Simcoe Street, be received; THAT the Draft Plan of Subdivision, prepared by Michael Smith Planning Group dated March 23, 2026, included as Attachment 2, be approved, subject to the Conditions as outlined in Attachment 5; THAT the application submitted by Michael Smith Planning Group on behalf of Twelve Stone Group to amend Zoning By-law 14-14 to rezone the Subject Lands be approved; THAT the implementing Zoning By-law Amendment as outlined in Attachment 3 be brought forward to Council for enactment; and T HAT in accordance with Section 34(17) of the Planning Act and notwithstanding that the rezoning proposed in the public meeting report and at the public meeting differs from that considered by the Township Council, such differences are not substantial enough to require further notice and another public meeting.

T HAT Report FIN-2026-020, Procurement By-law Update for Buy Ontario Requirements, be received for information; and, T HAT the updates to the Procurement By-law be approved; and, T HAT staff be directed to bring the updated By-law to Council for adoption.

T HAT Report FIN-2026-024, Canada-Ontario Development Charges Program Update, be received for information; and, T HAT staff be directed to continue to monitor the program as it evolves and apply if doing so will not adversely impact existing property tax rates or reserve fund balances.

1. THAT Report FIN-2026-024, Canada-Ontario Development Charges Program Update, be received for information; 2. THAT staff are directed to continue to monitor the program as it evolves and apply if doing so will benefit the long-term financial position of the Township; 3. THAT staff are directed to support any application by the Region of Durham where Regional servicing and other applicable Regional projects in the Township may be partially funded by the Canada- Ontario Development Charges Program; and 4. THAT the Treasurer and CAO are authorized to execute any necessary documents to support such applications to the Canada- Ontario Development Charges Program.
