Council Meeting

THAT this Council enter into a closed session to discus personal matters about an identifiable individual, including municipal employees, pursuant to section 239(2)(b) of the Municipal Act, with respect to Committee Appointments.

THAT this Council return to open session at 6:06PM.

1. THAT Report CONF-2022-015, Committee Appointments, be received; 2. THAT Paul Allore, Adam Blum, Robert Brozina, and Allan Honey be appointed to the Committee of Adjustment; 3. THAT Paul Allore, Adam Blum, Robert Brozina, and Allan Honey be appointed to the Property Standards Committee / Animal Services Committee; 4. THAT Gerry Whitefield be appointed as a Livestock Investigator; 5. THAT Paul Allore be appointed to the Durham Land Division Committee; 6. THAT Marc Gibbons be appointed to the Durham Active Transportation Committee; 7. THAT Nicole Swain be appointed to the Durham Agricultural Advisory Committee; 8. THAT Donna Mar Ankrett, Marina Fung, Jesse Gillis, Julie Edythe Mereweather, Sarah Parry, Alexson Philipiah, Catie Sahadath, and Matthew Somerville, be appointed to the Scugog Memorial Public Library Board; 9. THAT Council direct staff to advertise for a fifth member for the Committee of Adjustment, Animal Services/Property Standards Committee, an alternate Livestock Investigator, and for one Fence Viewer; and 10. THAT the Committee of Adjustment, Property Standards Appeal Committee and Animal Services Appeal Committees be changed to five (5) members as opposed to three (3) members plus one (1) alternate member and that the appropriate bylaw amendments be brought forward.

1. THAT Report CAO-2022-009, 2022 Distribution of the 2021 Proceeds from the 2021 Fore Scugog Charity Golf Tournament, be received for information.

Council Meeting Minutes – December 19, 2022 THAT the items listed under Section 10, Consent Agenda, be approved, save and except items 10.1.10, 10.2.1, 10.2.2, 10.2.3, and 10.2.6.

THAT the Minutes of the Scugog Community Grants Committee Meeting of November 10, 2022, be received, save and except the recommendations to provide grants to the Ontario Volunteer Emergency Response Team (OVERT) for the Charity Pond Hockey Tournament and to Cartwright Sports and Recreation for the Comedy Night, which shall be endorsed.

1. THAT Report COMS-2022-020, Scugog’s Skating Oval on Lake Scugog – 2023 Season, be received for information; 2. THAT Report COMS-2022-019, Scugog’s Skating Oval 2023 Season, be received; and Council Meeting Minutes – December 19, 2022 3. THAT the Mayor and Clerk be authorized to sign the proposed Memorandum of Understanding with John Mackey and the Port Perry Marina for services rendered to prepare the skating oval.

1. That Report CORP-2022-027, Township of Scugog New Website – Capital Project COR003, be received; 2. That Council preapprove Capital Project COR003 at a cost of $70,000; and 3. That upon successful negotiation of terms with GHD Digital, Staff be authorized to enter into a three-year contract with GHD Digital for the implementation and maintenance of a new Township of Scugog website.

Be it resolved that the Council of the Corporation of the Township of Scugog endorses Robert Rock, Councillor Ward 3, for the position of ROMA Zone 5 Representative for the 2023 – 2027 ROMA Board of Directors. Council Meeting Minutes – December 19, 2022

THAT in accordance with section 7.36 of the Procedure By-Law, Council permit the introduction of matters requiring Council direction, with the approval of 2/3 of the members present.

That the recommendations approved at the Special General Purpose and Administration Committee on Monday, December 19, 2022, be endorsed.

THAT By-law 67-22, being a By-law to establish the composition of the Library Board, be read a first, second, and third time and finally passed this 19th day of December, 2022, and the Mayor and Clerk are hereby directed to sign same and affix the Corporate seal thereto.
