T HAT Delegation and Report DEV-2025-027 Notice of Application and Request for Municipal Support – Cannabis Processing Licence Application: 2540/2560 Shirley Road , be received; T HAT the request by Aleafia Farms Inc. for municipal support in its application to Health Canada for a cannabis processing licence for the property located at 2540/2560 Shirley Road be granted; and THAT the Mayor is authorized to provide any requested correspondence on behalf of the Township of Scugog confirming the municipal support for a cannabis processing licence for the property located at 2540/2560 Shirley Road.

THAT the items listed under Section 10, Adoption of Minutes of Previous Meetings, Reports, Correspondence and By-Laws, all be approved and passed under Consent Agenda, save and except items 10.1.4, 10.2.3 and 10.2.4.

THAT the Closed Minutes of the Council Meeting held October 27, be adopted.

THAT the Minutes of the Council Meeting held October 27, 2025, be adopted.

THAT the Planning and Community Affairs Committee Meeting held November 24, 2025, be adopted.

THAT the Minutes of the Scugog Housing Advisory Committee Meeting held November 13, 2025 be received for information.

THAT the Minutes of the Scugog Tourism Advisory Committee Meeting held November 6, 2025 be received for information.

THAT the Minutes of the Scugog Memorial Public Library Board Meeting held October 3, 2025 be received for information.

T HAT Report CORP-2025-007, be received; and T HAT the Council, GPA and PCA Meeting Schedule for 2026 be approved.

T HAT Report FIN-2025-042, Operating Results – September 30, 2025, be received for information.

THAT By-Law 48-25 be read and passed this 24th day of November, 2025, and the Mayor and Clerk are hereby directed to sign same and affix the Corporate seal thereto.

THAT By-Law 49-25 be read and passed this 24th day of November, 2025, and the Mayor and Clerk are hereby directed to sign same and affix the Corporate seal thereto.

THAT the Minutes of the Scugog Heritage Advisory Committee Meeting held November 4, 2025 be received for information, save and except; THAT the Heritage Advisory Committee's 2026 Annual Work Plan be endorsed.

T HAT Report FIRE-2025-009, , be received; and T HAT Council approve the appointment of designated employees of Paragon Protection Ltd. as officers for the limited purpose of enforcing parking regulations on private property at Shand Lane, as requested by Eastway Management and the Board of Directors for DCECC 379; and THAT Council adopt the attached Appointment By-law to formally authorize these individuals to issue Parking Infraction Notices (PINs) under the Township’s Traffic By-law on the specified private property areas only.

THAT By-Law 50-25 confirming the proceedings of the regular meeting of Council held Monday, November 24, 2025, be read and passed this 24 day of November, 2025, and the Mayor and Clerk are hereby directed to sign same and affix the Corporate seal thereto.
