Council Meeting

THAT the presentation by Port Perry Business Improvement Association, regarding the 2026 Budget, be received.

THAT the items listed under Section 10, Adoption of Minutes of Previous Meetings, Reports, Correspondence and By-Laws, be approved in accordance with the staff recommendations contained within the agenda material, that the by-laws contained therein be passed, and that all other items be received for information under the Consent Agenda, save and except items 7.1.4 and 7.2.3.

THAT the Minutes of the Council Meeting held March 23, 2026, be adopted.

THAT the Minutes of the General Purpose and Administration Committee Meeting held April 13, 2026, be adopted.

THAT the Minutes of the Heritage Advisory Committee Meeting held April 7, 2026, be adopted.

THAT the Minutes of the Port Perry BIA Board Meeting held April 8, 2026, be adopted.

THAT the Minutes of the Scugog Memorial Public Library Board Meeting held February 19, 2026, be adopted.

THAT the Minutes of the Scugog Memorial Public Library Board Meeting held March 19, 2026, be adopted.

T HAT Report CORP-2026-004, 2026 Municipal Election – Use of Corporate Resources, Lame Duck Considerations and Voting Opportunities, be received for information.

T HAT Report DEV-2026-010, Aerodrome Request – 715 Blue Mountain Road – Consultation Summary, be received for information.

That Report PWR-2026-022, Local Roads Resurfacing 2026 Contract Award, be received for information; and, That Council award Contract S2026-15, Local Roads Resurfacing 2026, to Road Surface Recycling Limited in the amount of $892,597.91 excluding HST; and, That additional funding in the amount of $250,000.00 from the Ontario Community Infrastructure Fund and the uncommitted balance from the Road Levy Reserve being $795,647.00, be allocated to fund construction.

THAT By-Law 16-26 be read and passed this 27 day of April, 2026, and the Mayor and Clerk are hereby directed to sign same and affix the Corporate seal thereto.

THAT By-Law 17-26 be read and passed this 27 day of April, 2026, and the Mayor and Clerk are hereby directed to sign same and affix the Corporate seal thereto.

THAT the Minutes of the Port Perry BIA Board Meeting held March 11, 2026, be adopted.

THAT Report PWR-2026-019, Modular Bridge Replacement & Associated Works, Scugog Line 2, be received; and, THAT Council award a Single Source Contract in accordance with Quote # E260409-000-3, Modular Bridge Replacement & Associated Works, Scugog Line 2 to Northern Mat and Bridge LP (NMB) in the amount of $432,289.78 (exclusive of HST); and, THAT Council approve additional funding in the amount of $339,898.08 from the Ontario Community Infrastructure Fund (inclusive of HST recoveries); and, T HAT the Mayor and Clerk be authorized to sign and execute the agreement and any other necessary documents to complete the works.

THAT this Council enter into a closed session to discuss a confidential litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board, pursuant to Section 239(2)(e) of the Municipal Act, 2001, and to discuss advice that is subject to solicitor-client privilege, including communications necessary for that purpose, pursuant to Section 239(2)(f) with respect to an update on current / pending litigation in the Township of Scugog.

THAT this Council rise from Closed Session.

THAT By-Law 18-26 confirming the proceedings of the regular meeting of Council held Monday, April 27, 2026, be read and passed this 27 day of April, 2026, and the Mayor and Clerk are hereby directed to sign same and affix the Corporate seal thereto.

THAT this meeting be adjourned.
