THAT the items listed under Section 10, Adoption of Minutes of Previous Meetings, Reports, Correspondence and By-Laws, all be approved and passed under Consent Agenda, save and except items 10.2.1,10.2.2, 10.2.4, 10.2.6, 10.2.8, 10.2.10, 10.2.11, and 10.2.13.

THAT the Minutes of the Council Meeting held May 25, 2026, be adopted.

THAT the Minutes of the General Purpose and Administration Committee Meeting held June 1, 2026, be adopted.

THAT the Planning and Community Affairs Committee Meeting held June 15, 2026, be adopted.

THAT the Minutes of the Scugog Environmental and Climate Change Advisory Committee Meeting held May 6, 2026 be received for information.

THAT the Minutes of the Scugog Economic Advisory Committee Meeting held May 22, 2026 be received for information.

THAT the Minutes of the Port Perry Business Improvement Association (BIA) Meeting held June 10, 2026 be received for information.

T HAT Report FIN-2026-021, 2026 Asset Management Plan Update, be received for information.

T HAT Report FIN-2026-027, Proposed 2027 Fees and Charges, be received for information; and, THAT the 2027 Fees and Charges By-Law be adopted.

T HAT Report FIRE-2026-007, Fire Marque, be received for information; and, T HAT By-Law 42-25 Schedule G Fees and Charges – Fire and Emergency Services Department be amended by updating all references to “Vehicle hourly rental rate per Ontario Provincial Standard Specification 127” to “Vehicle hourly rate per current MTO rate”; and, T HAT the Fire Chief be authorized to enter into an Agency Agreement with Fire Marque Inc.

T HAT Report FIRE-2026-009, Award of Mini-Pumper Tender, be received for information; and, T HAT the tender submission from Darch Fire Inc. be accepted; and, T HAT additional funding in the amount of $168,000.00 be approved to be provided from the Vehicle and Equipment Reserve Fund.

T HAT Report PWR-2026-028, Port Perry Lawn Bowling Club Lease Renewal, be received for information; and, T HAT the Lease Agreement appended as Attachment 1 to Report PWR-2026-028, which renews the lease with the Port Perry Lawn Bowling Club for the Port Perry Lawn Bowling facility from October 1, 2026 to September 30, 2031, be approved; and, T HAT the Mayor and Clerk are hereby authorized to sign and execute the Lease Agreement with the Port Perry Lawn Bowling Club.

THAT By-Law 31-26 be read and passed this 22 day of June, 2026, and the Mayor and Clerk are hereby directed to sign same and affix the Corporate seal thereto.

THAT By-Law 41-26 be read and passed this 22 day of June, 2026, and the Mayor and Clerk are hereby directed to sign same and affix the Corporate seal thereto.

THAT By-Law 42-26 be read and passed this 22 day of June, 2026, and the Mayor and Clerk are hereby directed to sign same and affix the Corporate seal thereto.

THAT Report DEV-2026-023, be received; and, THAT additional funding be allocated to Capital Account No. 20-60-120-918026-5960 Engineering Design Criteria Update, not to exceed $15,000 from the DC - Engineering Reserve Fund.

T HAT Report DEV-2026-024, Heritage Conservation District Grant Application – 179 -191 Queen Street, be received for information; and, T HAT Council approve the Heritage Conservation District Grant application for the property located at 179 – 191 Queen Street for an amount no greater than $30,000; and, THAT the Heritage Grant be funded from the 2025 Capital Budget; and, THAT the Heritage Advisory Committee be advised of Council’s decision; and, T HAT the funds be distributed in accordance with the Heritage Conservation District Grant Guidelines.

T HAT Report FIN-2026-023, 2026 Capital Project Status Report – April 30, 2026, be received for information.

That Report FIN-2026-028, 2025 Draft Consolidated Financial Statements, be received for information; That the 2025 Draft Consolidated Financial Statements be approved; and, That Deloitte be appointed as the Township’s auditors for the 2026 fiscal year.

THAT Report Fire-2026-008, Additional Dwelling Unit Registration By-law and Procedure, be received; and, THAT the ADU Registration By-law included as Attachment 1 to this report be enacted by Council; and, THAT the updated Township of Scugog Additional Dwelling Unit Guide, included as Attachment 2, be received for information and shared on the Township's website.

T HAT Report FIRE-2026-010, Purchase of Firefighting Personal Protective Equipment, be received for information; and, T HAT Council approve a one-time budget allocation of $70,000 from the Municipal Projects Reserve Fund for the purchase of firefighter personal protective equipment (PPE), specifically structural firefighting bunker gear, for Scugog Fire and Emergency Services and, T HAT Council authorize the Fire Chief to proceed with the procurement of NFPA-compliant structural firefighting protective clothing in accordance with the Township’s Procurement Policy.

T HAT Report PWR-2026-026, Baagwating Pond Remediation Options Update, be received for information; and, T HAT Council endorse staff’s recommendation to advance the small wetland pond detailed design and tender preparation; and, T HAT staff report back to Council prior to tendering with a Class C cost estimate for the construction of the enhanced facility.

T HAT Report PWR-2026-029, Tree Planting Projects for Township Parks, be received for information; and, T HAT funding, not to exceed $36,500 for the tree planning projects, be funded from the Municipal Projects in Lieu.

THAT this Council enter into a closed session to continue discussion on the previously noted items.

THAT this Council rise from Closed Session at 7:46 P.M.

THAT By-Law 43-26 confirming the proceedings of the regular meeting of Council held Monday, June 22, 2026, be read and passed this 22 day of June, 2026, and the Mayor and Clerk are hereby directed to sign same and affix the Corporate seal thereto.
