THAT CONF-2024-013 - Township of Scugog Committee Appointments – Scugog Environmental and Climate Change and Community Grants Committees, be received; THAT Doug Pinto be appointed to the Scugog Environmental and Climate Change Advisory Committee for the remainder of the 2022-2026 term; THAT Alison Ellwood be appointed to the Scugog Environmental and Climate Change Advisory Committee for the remainder of the 2022-2026 term; THAT Mandeep Sandhu be appointed to the Community Grants Committee for the remainder of the 2022-2026 term; THAT Doug Pinto be appointed to the Community Grants Committee for the remainder of the 2022-2026 term;

THAT the items listed under Section 10, Adoption of Minutes of Previous Meetings, Reports, Correspondence and By-Laws, all be approved and passed under Consent Agenda, save and except items 10.1.7, 10.2.2, 10.2.3, 10.3.1, 10.4.1 and 10.4.6.

THAT the Minutes of the Closed Special Council Meeting Minutes held December 2, 2024 be received for information.

THAT the Minutes of the Special Council Meeting held December 2, 2024, be adopted.

THAT the Minutes of the Council Meeting held November 25, 2024, be adopted.

THAT the General Purpose and Administrative Committee Minutes held December 2 2024, be adopted.

THAT the Planning and Community Affairs Committee Meeting held December 9, 2024, be adopted.

THAT the Minutes of the Scugog Community Grants Committee Meeting held December 9, 2024 be received for information.

That the staff report CORP-2024-002, Healthy Lake Scugog Steering Committee Review be received; and, That pursuant to Council direction provided to staff on December 3, 2024 with respect to not proceeding with the Lake Scugog Enhancement Project, the Healthy Lake Scugog Steering Committee (HLSSC) be dissolved; and, That the Scugog Environmental and Climate Change Advisory Committee (SECCAC) Terms of Reference be amended to increase the membership from 8 to 10 to accommodate two members from HLSSC; and, That members of the HLSSC be acknowledged and thanked for their continued dedication, contributions, and commitment to improving the quality and long-term sustainability of Lake Scugog.

T HAT Report FIN-2024-049, 2025 Borrowing By-Law, be received; T HAT the Treasurer be authorized to borrow funds not exceeding $2,000,000 for 2025 operating purposes in order to meet current expenditures until such time as taxes and other revenues are received; and THAT the 2025 Borrowing By-law appended as Attachment 1 to report FIN-2024-049, be brought forward for adoption.

T HAT Report FIN-2024-050, Operating Results – October 31, 2024, be received.

THAT Report FIN-202 4- 051 , Community Grant Activity Review , be received for information.

THAT By-Law 60-24 be read and passed this 16th day of December, 2024, and the Mayor and Clerk are hereby directed to sign same and affix the Corporate seal thereto.

THAT By-Law 61-24 be read and passed this 16th day of December, 2024, and the Mayor and Clerk are hereby directed to sign same and affix the Corporate seal thereto.

THAT the Minutes of the Scugog Memorial Public Library Board Meeting held October 17, 2024 be received for information.

T HAT Report DEV-2024-044, Canterbury Commons Phase 1 Subdivision 40M-2655, Assumption By-law , be received; and T HAT the draft By-law (Attachment 2), assuming certain municipal services within Plan 40M-2655 (Attachment 1), be approved; THAT all interested parties listed in Report DEV-2024-045 and any delegations be advised of Council’s decision .

THAT By-Law 64-24 be read and passed this 16th day of December, 2024, and the Mayor and Clerk are hereby directed to sign same and affix the Corporate seal thereto.

T HAT Report FIN-2024-048, 2024 Capital Closing Report – 24C – October 31, 2024, be received; and T HAT the Capital Projects listed in Attachment 1 be approved for closure; THAT additional funding of $12,981.01 from the Ontario Community Infrastructure Fund grant proceeds be approved to fund the Major St. Urbanization project; THAT additional funding of $29,122.72 from the Development Charges Reserve Fund for Engineering be approved to fund the Major St. Urbanization project; THAT additional funding of $31,432.77 from the Building and Facilities Reserve Fund be approved to fund the SCRC Chiller replacement project; THAT the budgeted funds totaling $2,048,319.49 remaining in capital accounts identified in Attachment 1 be uncommitted from their respective reserve and reserve funds; and THAT the budgeted funds totaling $21,635.01 remaining in capital accounts identified in Attachment 1 be uncommitted from their respective contributors.

THAT Correspondence received from the Town of Aurora regarding Request the Redistribution of the Provincial Land Transfer Tax and GST to Municipalities for Sustainable Infrastructure Funding - November 5, 2024, be endorsed.

THAT By-Law 57-24 be read and passed this 16th day of December, 2024, and the Mayor and Clerk are hereby directed to sign same and affix the Corporate seal thereto.

THAT By-Law 65-24 confirming the proceedings of the regular meeting of Council held Monday, December 16, 2024, be read and passed this 16 th day of December, 2024, and the Mayor and Clerk are hereby directed to sign same and affix the Corporate seal thereto.
