THAT the delegation by Johanne St. Louis and Rebecca Jeschke regarding the Nourish and Develop Foundation, be received.

1. That the presentation by Gene Chartier, Paradigm Transportation Solutions Limited, regarding Active Transportation and Transportation Master Plan, be received; 2. That Report PWIS-2021-008, Proposed Active Transportation and Transportation Master Plans, be received; and 3. That Attachment #1 – Proposed Active Transportation and Transportation Master Plans be circulated to interested stakeholders, agencies, advisory committees, groups and community members for consultation and feedback.

That this Committee recess for 10 minutes.

That the items listed under Section 10, Consent Agenda, be approved, save and except items 10.1.1, 10.1.2, 10.1.3, 10.1.5, 10.1.7, 10.1.9, and 10.1.10.

1. That Report CAO-2021-001, Second Distribution of the 2020 Proceeds from the 2019 Fore Scugog Charity Golf Tournament be received.

1. That Report CORP-2021-002, Manufacturer's Limited Liquor License - Applewood Farm Winery, be received; and 2. That Council support the issuance of a Manufacturer´s Limited Liquor Sales License (“By the Glass”) to Applewood Farm Winery, for wine and cider products manufactured on-site at 2055 Regional Road 6/Saintfield Road. General Purpose and Administration Committee April 14, 2021

1. That Report FIN-2021-007, 2021 Final Tax Levy By-Law, be received; 2. That the Manager of Tax and Revenue be directed to prepare the Final Tax Bills; and 3. That the 2021 Final Levy By-Law be adopted.

1. That Report PWIS-2021-007, Port Perry Farmer’s Market – Land Usage Agreement, be received; 2. That the Port Perry Farmer’s Market daily fee for hydro use, as per the Fees and Charges By-Law, be waived for 2021 due to the negative impact that the COVID-19 pandemic has had on the businesses; and 3. That the Mayor and Clerk be authorized to sign the proposed Land Usage Agreement for use of municipal property as stipulated in the attached Land Usage Agreement, as amended

1. That Report PWIS-2021-009, Dedication of Heritage Lane and Shady Acres Avenue as a Public Highway, be received; and 2. That the By-law appended as provided as Attachment to Report No. PWIS-2021-009, to dedicate Heritage Lane and Shady Acres Avenue as public highway, be adopted.

1. That Report PWIS-2021-011, Construction Agreement for Union Avenue, be received; and 2. That the Mayor and Clerk be authorized to sign and execute a construction administration agreement between the Township of Scugog and View Lake Developments Inc. for the construction of a sanitary sewer on Union Avenue.

1. That Report PWIS-2021-012, Supply and Delivery of Granular Material – Contract Award, be received; and 2. That the contract for the Supply and Delivery of Granular Material, in the amount of $863,207.45 (including H.S.T.), be awarded to Robert E. Young Construction Ltd.

THAT the Proclamations Issued by the Mayor's Office for the Month of May, 2021, be received.
