General Purpose and Administration Committee

THAT this Council enter into a closed session to discuss: (a) personal matters about an identifiable individual, pursuant to Section 239(2)(b) of the Municipal Act, 2001, as it pertains to committee member appointments.

THAT Birgitta MacLeod, representing the Port Perry Business Area Improvement Board, and John Rowinski, representing the Mississaugas of Scugog Island First Nation, be appointed as members to the Economic Development Advisory Committee for the remainder of the 2018-2022 term.

THAT the delegation by Stefan Martens and Geoff Carpentier regarding the Scugog Environmental Advisory Committee 2019 Annual Report and Proposed 2020 Work Plan, be received.

THAT Report COMS-2020-032, Scugog Environmental Advisory Committee 2019 Annual Report, be received; and THAT the Scugog Environmental Advisory Committee’s 2020 Work Plan attached as Attachment 1 to this Report, be endorsed.

THAT the items listed under Section 10, Consent Agenda, be approved, save and except items 10.2.1, 10.2.2, 10.2.5,10.2.8, and 10.2.9.

THAT Report COMS-2020-030, Pine Point Road Additional Funding, be received; and THAT additional funding, not to exceed $51,451.26, be allocated to Capital Account No. 30-427-420-90000-2032 – Pine Point Road Rural Rehabilitation from the OCIF Grant.

THAT COMS-2020-031, 2020 Summer Student Update, be received; and THAT the hiring of summer student positions that have received Federal funding, as outlined in COMS-2020-031, be approved.

THAT Report COMS-2020-034, Townline Road Culvert Replacement, be received; THAT payment to the Town of Whitby up to $350,000 for fifty percent funding towards the contract to replace the collapsed culvert on Townline Road, be approved; and THAT the transfer of $350,000 to capital account 30-427-420- 90000-2048 Townline Road Emergency Repairs from the Municipal Projects Reserve, be approved.

THAT Report CORP-2020-008, Electronic Participation at Meetings – Post State of Emergency, be received; and THAT the By-law substantially in the form appended as Attachment 1 to Report CORP-2020-008, be brought forward for adoption.

THAT Report FIN-2020-014, Indexing of Municipal Development Charges, be received.

THAT Proclamations for the Month of June be received.

THAT this meeting be adjourned.
