General Purpose and Administration Committee

THAT the presentation by Mike Walters, CAO, regarding "Lake Simcoe Region Conservation Authority - Budget Companion Communication", be received.

THAT the presentation by Ryan Werenich and Patrick McMahon, Enbridge, regarding Franchise Agreement between the Township of Scugog and Enbridge, be received. THAT Report COMS-2020-045, Enbridge Franchise Agreement, be received; THAT the form of the draft by-law and franchise agreement, as attached, be read a 1st and 2nd time and that a submission to the Ontario Energy Board for the approval of the agreement pursuant to the provisions of Section 9 of the Municipal Franchises Act be authorized; and THAT the Ontario Energy Board be requested to make an Order declaring and directing that the assent of the municipal electors to the attached draft by-law and franchise agreement pertaining to the Corporation of the Township of Scugog is not necessary pursuant to the provisions of Section 9(4) of the Municipal Franchises Act.

THAT the items listed under Section 10, Consent Agenda, be approved, save and except items 10.1.1, 10.1.3, 10.1.4 and 10.1.6.

1. That Report COMS-2020-044, Mason Street – Traffic By-Law Change, be received; and 2. That Traffic By-Law 05-20, Schedule G, be updated to include Mason St, between Old Scugog Rd and Alexander St as a one way street.

1. That Report COMS-2020-046, Special Events Policy, be received; 2. That the Special Events Policy appended as Attachment 1 to Report COMS-2020-046, be approved; and 3. That the Community Special Events in Township Parks and Community Special Events within Township Road Allowances Policies, be repealed.

1. That Report CORP-2020-009, Exercise of Delegated Authority for 2020 Summer Recess, be received.

That Report FIN-2020-020, Council Request List – 2021 Budget, be received.
