General Purpose and Administration Committee

THAT this Council enter into a closed session: To discuss litigation or potential litigation, including matters before administrative tribunals, affecting the municipality, pursuant to Section 239(2)(e) of the Municipal Act; To discuss advice that is subject to solicitor-client privilege, including communications necessary for that purpose, pursuant to Section 239(2)(f) of the Municipal Act; To discuss a position, plan, procedure, criteria, or instruction to be applied to negotiations, pursuant to Section(2)(k) of the Municipal Act, in relation to the New Animal Shelter Uxbridge-Scugog.

THAT Council rise from Closed Session at 1:17PM. 2021-11-08 General Purpose and Administration Committee

2021-11-08 General Purpose and Administration Committee 1. That the Draft 2022 Capital Budget presentation and Report FIN-2021-037, DRAFT 2022 Capital Budget; 2023 – 2026 Capital Forecast be received.

THAT items included in the consent agenda be approved, save and except for items 10.1.2 and 10.1.7

1. That Report COMS-2021-015, Community Hall Rentals and Proof of Vaccination Confirmation, be received; and 2. That a surcharge of a minimum of $75 to cover the cost of a security guard be added to Latcham Centre, Scugog Island Hall and Blackstock Recreation Complex rental to cover the cost of proof of vaccination confirmation checks.

1. That Report PWIS-2021-032, Stormwater Management Pond Inventory and Inspections, be received; and 2021-11-08 General Purpose and Administration Committee 2. That the Township of Scugog Stormwater Management Pond Inventory and Condition Assessment report, prepared by CIMA+, be received; 3. That as part of the annual budget process, the Township continue to increase the amount of funding available for stormwater management ponds through the continuation of Facility and Building Facility Levy; 4. That as part of the annual budget process, the Township continue to increase the investment in stormwater management pond maintenance and repair through other means including identifying efficiencies and cost savings and applying for grants through other levels of government; and 5. That the Township follow the principles of Asset Management and prioritize preventative maintenance at stormwater maintenance ponds such as removing vegetation and debris around inlets and outlets, replacing damaged pipes, maintaining headwalls, maintaining access roads, etc.

THAT the proclamations issued by the Mayor's Office for the month of November, 2021, be received.
